The Illinois Public Finance team at HSE provides small and large school districts and other municipal issuers with financial expertise in capital planning, budgeting and debt management. Our industry expertise and long term relationships bridge the lines of communication between issuers and the investment community. Financial Advisory

Our planning process starts by reviewing an issuer’s finances, existing indebtedness, previous borrowing practices, budgets and capital improvement plans. We identify policy alternatives, assist in developing operating and capital budgets, and formulate alternative debt structures and financing techniques.

Passing a Referendum

HSE helps guide local representatives, board members and community leaders through a referendum campaign. We help create an election organization and promote community understanding and support of the project.

Structuring Financing

It is important to assess project risks before structuring a financing. HSE helps you navigate financing alternatives to make informed timing, structure, and security decisions. We then help our clients project future tax rates based on their options. We direct our efforts at helping clients balance taxpayer impact, capital needs, and market conditions.

Preparing Bond Issuance Documents

Document preparation for bonds involves many parties and takes time to develop and coordinate. We prepare the necessary documents for all of our clients’ transactions. We add value during this phase by liaising with our clients and their counsel to ensure that bond documents are accurate, sufficient, and filed in a timely manner.

Marketing the Bonds

HSE aggressively markets your bond issue to achieve a favorable cost of financing for your school district or community. Our daily participation in the national bond markets ensures that you obtain competitive rates.

Doug DeAngelis

Mr. DeAngelis serves as the National Director of the Public Finance Department as well as serving as primary banker for the development of bond issues that meet the financial requirements of a variety of borrowers. His experience includes technical and analytical support, structuring and coordination of municipal underwriting for: cities; villages; universities; hospitals; counties; tax increment authorities; schools, and; state agencies. In addition, Doug has lead managed tax-exempt and taxable variable-rate and synthetically fixed-rate transactions for 501(c)3 organizations, corporations, and industrial issuers. Mr. DeAngelis received his bachelor’s degree in finance from Marquette University and his master’s degree in business administration – with concentrations in accounting, economics, strategic management and international business – from the University of Chicago’s Booth School of Business. He is a NASD certified: General Securities Principal (Series 24); Registered General Securities (Series 7); Registered Municipal Securities Representative (Series 52); Registered Municipal Securities Principal (Series 53), and; and Registered Uniform Securities Agent (Series 63).

Mark Ridgely

Mark Ridgely, a Public Finance Associate in the Chicago office, joined HSE in October 2011. He has four years of experience in Public Finance as an Analyst, primarily focusing on Midwest municipalities. Mark’s day to day responsibilities include supporting the HSE Michigan Public Finance team, proactively researching business opportunities, conducting due diligence on live transactions and recommending proper deal structuring. Mark received his degree in Business Administration from Wayne State University, with honors; studying Finance, Economics and Computer Science.

Michael Frigo

Michael Frigo, a Public Finance Senior Associate in the Chicago office, joined HSE in September 2016. Mr. Frigo has over six years of experience serving a variety of issuers and credits. Prior to joining HSE, Michael worked for Mesirow Financial, Ziegler Capital Markets, as well as Deloitte and Touche as an auditor. His experience includes technical and analytical support, structuring and deal execution responsibilities for cities, universities, senior living facilities, counties, transportation, water and sewer, tax increment, and primary and secondary education. Michael supports HSE’s Public Finance teams across the country. Michael has a Bachelor of Science and MBA from DePaul University. Mr. Frigo has a FINRA Series 52 and Series 63 license.

Emina Kobiljar

Emina Kobiljar joined Hutchinson, Shockey, Erley & Co.’s Houston Public Finance office as a Senior Associate in June 2017. Emina previously spent two years as an Associate at Siebert Cisneros Shank & Co. in New York. At Siebert, she supported bankers working on all types of transactions, specializing in transportation and water & sewer issues. Prior to Siebert, she interned for the Office of the Treasurer of Philadelphia where she assisted with various aspects of the city’s debt management program. Emina has a BA in Government from Harvard University and a Master in Public Affairs degree from Princeton University. She holds FINRA Series 52 and Series 63 licenses.

Jarred Vos

Mr. Vos joined Hutchinson, Shockey, Erley & Co.’s Houston Public Finance office as an analyst supporting Texas analytics in April 2018. Jarred previously spent two years as an analyst at Blaylock Van, LLC. in New York, where he supported bankers across the country working on all types of issuers and credits.
Jarred has a BA in Finance from St. Bonaventure University and holds FINRA Series 7 and 52 licenses.
