Paul M. Thompson
Paul is the Executive Vice President of Public Finance who works in our Wisconsin office. Paul is a graduate of Rutgers University and began his career in Public Finance in 1978. Prior to that, he was a staff member to the Wisconsin Legislature’s Joint Committee on Finance with the Legislative Fiscal Bureau. In that capacity, he worked on several major pieces of legislation, including the original tax increment law, property assessment and taxation policies and the shared revenue program.

Jeffery G. Belongia
Jeff has had experience in banking and the finance industry, having spent several years with small, medium and large financial institutions. Jeff began his public finance work in 1980 as assistant Vice President with one of the largest banks in the Midwest. He also spent three years as a Vice President with a regional investment banking firm. Jeff has a broad knowledge of utility operations and the prerequisites needed to successfully finance enterprise operations. He has been an advisor to numerous sanitary districts throughout the State. Jeff has helped create Tax Incremental Financing project plans and advised on the open market defeasance of existing TID debt. Jeff has financed industrial park developments and worked closely with municipalities in the area of economic development. He has been involved in two Village Incorporation Petitions and a successful petition to change from Village to City status. He has been called upon to speak on technical subjects to various municipal finance associations. He has been a lecturer on municipal finance at universities and conferences.

James J. Miller
Jim Miller has been working in the municipal bond industry since 1981. Prior to joining HSE in 2009, Jim was a member of a regional municipal investment banking firm and a major Midwestern bank. He has served as financial advisor to Wisconsin municipalities since 1985. Jim has structured issues for all forms of municipal governments including counties, cities, villages, towns, school districts, redevelopment authorities and states. Jim is a graduate of the University of Wisconsin-Madison with a B.S. degree in finance and a Masters of Business Administration, and is a registered municipal representative and a registered municipal principal with the Municipal Securities Rulemaking Board.

Kevin M. Mullen
Kevin Mullen has had extensive and varied experience in municipal financing throughout the State of Wisconsin. During his tenure in the municipal bond industry, Kevin has developed structuring and defeasance techniques that have provided issuers with greater flexibility and interest cost savings. Kevin has provided tax-exempt financings for all types of municipal entities and has completed in excess of 170 financings for Wisconsin municipalities. Prior to joining HSE in 2009, Kevin was a member of a regional municipal investment banking firm. Kevin received his B.S. degree in Business Administration with a specialization in finance from Marquette University. Mr. Mullen is a registered municipal representative with the Municipal Securities Rulemaking Board.

Linda Gawlitta
Linda Gawlitta is an Assistant Vice President in the Milwaukee Public Finance office of HSE. Linda has worked in the municipal bond industry since 1983. Prior to joining HSE in 1998, Linda worked at First Wisconsin (US Bank) in Municipal Underwriting and in the Public Finance division of Banc One Capital Corporation. Linda's responsibilities include working with municipal issuers on their financings and the research and preparation of their disclosure documents. Ms. Gawlitta earned a B.S. degree from the University of Wisconsin-Milwaukee and is a registered municipal representative with the Municipal Securities Rulemaking Board.

Debbi Opgenorth
Debbi has been an Assistant Vice President of Public Finance in the Wisconsin office since 1996. Debbi started in the municipal bond business at Firstar Bank (now US Bank) in 1983, where she began as a municipal bond analyst. Debbi is responsible for research and preparation of disclosure documents, as well as working with numerous local government and school districts in all phases of a financing, from beginning to closing. Debbie earned a B.A. degree in Finance (cum laude) from the University of Wisconsin-Milwaukee. Ms. Opgenorth is a registered municipal representative with the Municipal Securities Rulemaking Board.
